The Cerro Pueblo project transformed a complex of one two-story building and two single-story buildings into 46 upgraded senior housing units, while keeping the buildings occupied throughout construction. The tenant-in-place renovation brought significant enhancements with each unit receiving new finishes, HVAC improvements, and upgraded fire alarm systems. Five of the units were converted to meet ADA mobility and communication standards. Shared areas such as the entry atrium, amenity rooms, and management office were modernized, alongside elevator upgrades. The exterior scope included façade and roof repairs, new windows, painting, and site work with ADA-compliant ramps, paths, and handrails. As a Certified Access Specialist (CASp) compliant and California Tax Credit Allocation Committee (CTCAC) project, it was designed to enhance safety, accessibility, and resident comfort.

Phased Construction
IN OCCUPIED BUILDINGS
Delivering tenant-in-place upgrades required thoughtful logistics and careful coordination. Units were grouped and renovated in weekly phases, allowing residents to return quickly after upgrades were completed—including flooring, kitchens, bathrooms, HVAC, and fire protection systems. The installation of fire sprinklers and alarms across a phased schedule required detailed sequencing and coordination with inspectors, who conducted staggered evaluations. The project team’s proactive communication and long-standing relationships enabled smooth execution. With critical tax credit deadlines and resident disruption minimized as top priorities, the Skyline team accelerated the schedule mid-project by switching from two units to four units per week by the final phases. Cerro Pueblo was completed three weeks ahead of schedule, exceeding expectations while maintaining a high standard of quality.
